In 1951, vampires and werewolves came to a town of a few thousand in the Lahontan Valley and saw potential in the isolated oasis. Stillwater, they kept the name the same but stripped away everything else. They would make the valley paradise on Earth.
During the 1940s, the preternatural world had hit rock bottom. It was not only the wide-spread destruction brought to Eurasia and Africa in the great wars, but an evolving, literate society and increasing public pressure against overt political corruption. Were the creatures of the night to again thrive as they had in the pre-modern world, they could persist as though the times hadn't changed.
An invitation went out from a small group of vampires calling themselves the Elysians, welcoming others meet them in the small Nevada town to discuss the future. Derision was the general response from the community. Splintered and alienated from one another, few desired a rational conversation about the problems they faced, but those few came. Controversially, among those invitees were a number of werewolves who many believed didn't deserve a spot at the table. But desperate times…
The consensus reached proposed a new city, built from nearly the ground to suit immortal needs. In western Nevada, Stillwater met almost every requirement. Money flowed into infrastructure as the new supernatural residents founded casinos and hotels. Their own they insulated from mortal corruption and crime. Eccentric business moguls and gangsters needed to look elsewhere.
No one who was there at the start deluded themselves into thinking vampires, werewolves, and whoever else would come later would always play nice together. If circumstances hadn't been so dire at the gathering, the two parties would've been tearing at each other's throats. The two parties agreed that something needed to be done to keep Stillwater from descending into anarchy. An agreement known as the Silent Covenant established channels of communication and rules that anyone with a stake in the city had to play by.
For the most part, the Silent Covenant is upheld. Open warfare could ruin Stillwater. Sure, the members of the Silent Covenant fight, but it's quiet, nuanced, and clean. Start stirring up trouble and you don't last long.
Anyone is welcome in town. No one will hassle you as long as you pay your respects and tip big. Just don't get involved in local politics.
It's 2016. Half a century has turned Stillwater in a nest of sin and intrigue. Nobody trusts anyone in paradise. The wolf king is dead. Murdered along with his lover who was a servant of the Elysians and likely an informant. The conflict everyone's feared is on the horizon.
